Message from Matt Eleazer, Local 1OR/WA/ID/MT President

October 2, 2019

Dear Brothers and Sisters,

I want to be the first to let you know that, effective October 1, the International Union of Bricklayers and Allied Craftworkers expanded Local 1 Oregon to include Eastern Washington and the states of Idaho and Montana – essentially, the territory of former Local 3 Washington/ Idaho/ Montana – to create Local 1 Oregon/Washington/Idaho/ Montana (Local 1 OR/WA/ID/MT). At the same time, the International Union ordered that the Pacific Northwest ADC be dissolved at the end of the year. This means that, as of January 1, 2020, Local 1 will be a standalone local union covering the entire Columbia Basin – from Montana, to Idaho, to Eastern Washington, to Oregon.

The IU’s formation of the expanded Local 1 was done with our members best interest in mind.  I believe that the expansion will bring increased BAC presence and resources to these regions – and the transition should be smooth, as all of us across the Local participate in funds administered by the Masonry Industry Trust Administration (MITA).

For those of you whom I haven’t yet met, I want to introduce myself. My name is Matt Eleazer, and I’m a bricklayer from Battle Ground, Washington. I have been a member of Local 1 Oregon for 23 years, starting as an apprentice and working my way up to journeyman, foreman and then transitioning into the Union office.  Over the last 15 years, I have worked as an organizer and field representative, and in 2011, I became Business Manager/President.

In the expanded Local 1, I will serve as President, Mike Titus (a bricklayer and current field representative from Eastern Oregon) will serve as Secretary-Treasurer, and Shawn Lenczowski (a bricklayer and Apprentice Coordinator from Washougal, WA), Justin McEwen (a bricklayer and field representative from Western Montana), and Dustin Bradford (a bricklayer and field representative from Spokane) will all serve as Vice Chairs. Cheryl Smith will be our office manager and will be answering the phones on a day-to-day basis, and Matteo Russo (a tile and marble setter from Portland) will serve as an organizer and field representative.  Running a big Local Union requires a dedicated staff that’s responsive to our members, and I have included contact info for all the field representatives and office staff for easy reference.

On a day to day level, things aren’t going to change overnight.  Your collective bargaining agreements are the same as they were before.  Your health, pension, and other benefits are the same.  Your field representatives are the same.  Your dues rates will stay the same.  But what I can promise you is that we’re going to work hard in every corner of our Local to strengthen the union, organize new members and contractors, and develop new work opportunities for all our members.

For those of you who mail in your dues payments, please address the checks now to BAC Local 1 OR/WA/ID/MT.  For the members who use Qualstar credit union, nothing will change.   The Portland and Spokane offices will stay in place, and dues can be taken at both locations.

I know that there’s been a lot of changes in the union structure over the past few years – from the merger of Local 3 WA/ID/MT, to the creation of the Pacific Northwest ADC, and now to the expansion of Local 1 OR/WA/ID/MT. And I know from personal experience how disruptive these changes can be. But I really like our leadership team, and I’m confident that we’re ready to hit the ground running working for you. Over the past few years in Oregon, we’ve managed to grow our membership and work hours by substantial numbers, and now it’s time to do the same throughout the expanded Local 1.

If you have any questions or concerns, don’t hesitate to call me, or any of our representatives – even better, come on out to a Union meeting and get to know us in person. (The meeting schedule for the next couple months is below.)

I’m looking forward to working with every one of you to build a better BAC in the Columbia Basin. Together, we can make it happen.

Sincerely and Fraternally,

Matt Eleazer
